Intro

  • In year 2005 alone 666 new laws, declarations, impositions and similar legislative norms were passed and published in the Collection of Laws. One of the ten most important laws regulating business in Slovakia has changed on average every 2 weeks over the last 6 years!

  • According to a recent survey as many as 95% of Slovak businessmen regard the instability of the current legislation as a serious obstacle to the running of their company. Almost 50% of the businessmen questioned are convinced that running a business without breaking the law is almost impossible due to the difficulties in keeping abreast of the changes. The surveys also confirm the fact that the regulations are not only overly complicated but also that there are too many of them, E.g., there are 11 various legal norms regarding the issue of "lighting" in a workplace.

  • Companies are placed under considerable financial pressure in order to meet requirements of laws or generally regulations being passed by PA. Expenses related to requirements fulfillment involve also administrative costs initiated by different administrative formalities such as completing forms, obtaining information, asking for permits and licenses, updating records, reporting etc. entrepreneurs have to face and fulfill.

  • The EC estimates that only administrative burdens of doing business in the EU countries constitute approx. 4% GDP. In the SR this represents a sum of approx.60 bn SKK which businesses, often unnecessarily, have to spend on activities connected to various information duties e.g. towards public administration.
